MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL)OFFICER (CO)

CBM (www.cbm.org) is an international Christian development organisation committed to improving the quality of life of persons with disabilities in the poorest communities of the world. CBM International is now looking to recruit a:

“Monitoring, Evaluation, Accountability and Learning (MEAL)Officer (CO)”

Main objective of the role:

Acts in the Role of Monitoring and Evaluation Specialist in a Country/Roving Role: Monitors adherence and compliance with established national regulations and standards and achievement of quality standards through monitoring and evaluation and other reviews. Feeds this information into the monitoring and quality team at region or headquarters.

We are looking for someone who will

-Oversee the design and implementation of programme MEAL activities and tools;
-Ensure project-specific M&E Plans and reporting requirements are in line with donor requirements;
-Responsible for the implementation of country programme knowledge management, research, documentation and dissemination of learning activities/ strategies;
-Collaborate with, programme staff, partners and other colleagues to ensure that knowledge management processes, programme monitoring, evaluation and learning include persons with disabilities;
-Develop manuscripts for publication and support programme teams in the dissemination of identified and documented lessons learned and best practices;
-Facilitate dissemination of assessments and MEAL findings to stakeholders via preparation of learning/MEAL briefs, fact sheets, and presentations;
-Identify MEAL capacity development needs of CO and partners’ staff, and provide tailor-made, practical trainings to project staff based on capacity needs assessment;
-Ensure that all MEAL unit, project team members and implementing partners’ staff understand and know how to use MEAL tools;
-Contribute to the research and preparation of concept notes and proposals in liaison with CO staff, and colleagues at the International Office (IO);
-Master Degree (or equivalent) in Social Sciences, Health, Biostatistics, international development or Management related field;
-Minimum of 4 years relevant experience in an M&E and or/ knowledge management role;
-Strong expertize in monitoring and evaluation of complex projects, including M&E systems set-up implementation, documentation and dissemination of learning, quantitative and qualitative data analysis, research design, project management cycle and social inclusion;
-Experience in reporting on complex projects to international donors;
-Ability to work in a fast-paced, team-oriented environment while juggling and coordinating multiple/conflicting priorities and deadlines;
-French professional proficiency (mandatory) ;
-English working knowledge (necessary) ;
-Demonstrated experience in Microsoft Packages (Outlook, Word, PowerPoint, Excel and Access), excellent numeracy and Excel skills;
-Highly organized, with an appreciation of meeting reporting commitments as well as partners’ capacity building plans based on assessments;
-Well-developed analytical and complex problem solving skills, with a solution based approach;
-Good understanding of project financial management principles;
-Reflects CBM values in daily work.
